Richard Tanner has a private practice of law with James R. Tanner in Tooele, Utah. His emphasis is on family law, criminal defense, and general practice matters. PRIVATE LAW PRACTICE
James Tanner focuses his law practice on employment law matters. He has private sector and public sector clients. He has routinely represented private sector clients before the Utah Labor Commission, in Resolution Conferences and investigations. He has routinely represented clients in unemployment hearings and he has represented clients before the Workforce Appeals Board. He has routinely represented federal employment clients before Merit Systems Protection Board and Equal Employment Opportunity Administrative Judges, as well as appeals to MSPB and EEOC. His clients have contacted him from virtually every federal agency located within the State of Utah. He has represented clients, throughout the State of Utah, on discharges, demotions, loss of certification or security clearances and other adverse actions. He provides representation in wrongful discharge cases and cases presenting issues of sexual harassment and other forms of discriminatory employment harassment. He routinely assists clients in matters related to issues of discrimination on the basis of gender, disability, religion, harassment, age, and national origin. He has represented a number of law enforcement officers facing adverse employment actions.
James Tanner opened his private law practice in 1998, after he retired from federal government service. His son, Richard Tanner, joined him as a Partner in Tanner Law Office PLLC in 2006. James Tanner is a member of the Utah State Bar and he is admitted to practice before Utah State Courts and the U.S. District Court for the District of Utah.
EDUCATION
Mr. Tanner received his undergraduate university degree in psychology from Kansas State University in 1970. He graduated with a Juris Doctorate degree from Washburn School of Law in 1974. He received a Masters’ Degree from Utah State University in 1984 in Family and Human Development.
MEDIATION TRAINING AND MEDIATION EXPERIENCE
Mr. Tanner has received formal training in mediation of employment law disputes at CDR Associates in Boulder, Colorado. He is a mediator, on the Utah State Court Mediator Roster. He has previously served as a University Instructor in the University of Phoenix, Business Graduate School on Conflict Dispute Resolution, including the techniques and process of mediation. Mr. Tanner has personally conducted mediation proceedings in a number of family law cases and he routinely participates, as counsel, in employment law mediations.
PRIOR WORK EXPERIENCE US ARMY JAG CORP
Mr. Tanner served on active duty in the U.S. Army Judge Advocate General’s Corps From 1974 to 1977. Mr. Tanner worked in family law, criminal defense, and federal administrative law issues during his military legal service. He served as a criminal defense counsel, representing active duty soldiers in judge alone, jury trials, and administrative discharge proceedings. As a U.S. Army Reserve Officer, he served active duty assignments at Ft. McCoy, Wisconsin, and at the Headquarters of the Federal Emergency Management Agency in Washington, D.C.
UNIVERSITY INSTRUCTOR
Mr. Tanner has previously served as an instructor at the undergraduate and graduate level, for the University of Phoenix, for a number of courses, including the Law of Supervision, Employment Law, and Conflict dispute Resolution.
ATTORNEY ADVISOR US ARMY
Mr. Tanner served as an Attorney Advisor for the U.S. Army at Tooele Army Depot form 1983 to 1998. Duties included assignments as a Labor Counselor and Special Assistant Prosecutor. In his Labor Counselor role, he provided legal advice to Human Resource Staff, supervisors and managers in his organization on all significant adverse personnel actions, including the review of proposed actions at Tooele Army Depot (Utah), Pueblo Army Depot (Colorado), Ft. Wingate (New Mexico), and Umatilla Depot (Oregon). His representation of these organizations included numerous appearances before Administrative Law Judges of the Merit Systems Protection Board, Equal Employment Opportunity Commission, and before arbitrators. In addition, Mr. Tanner routinely negotiated and interacted with four unions and he represented his government organizations in unfair labor practice complaints. In his role as a Special Assistant to the U.S Attorney’s Office, he routinely prosecuted traffic and misdemeanor offenses occurring on the military enclave. He provided routine administrative advice to military commanders on a number of governmental legal issues.
BAR AND PROFESSIONAL POSITIONS AND AFFILIATIONS
Mr. Tanner has served as Vice Chairman of the Legal Needs of the Elderly Committee of the American Bar Association. He is a former President and a current member of the Utah Employment Lawyers Association.
